Action Requested
Authorization for Chairman to execute Cooperative Funding Agreement between Southwest Florida Water Management District (SWFWMD) and Manatee County for Toilet Rebate Project (Phase 8, N623).

Enabling/Regulating Authority

Conservation Element of Manatee County Comprehensive Plan provides for the County to continue to encourage residents and businesses to maintain or improve water conservation habits.

The Energy Policy Act of 1992 provides that the maximum water use allowed for water closets and toilets, other than blowout toilets, manufactured after January 1, 1994, is 1.6 gallons per flush.

Indoor Water Conservation Resolution R-07-31 implementing the Indoor Water Conservation Incentive, which includes $100 toilet rebate for each toilet with a 3.5 gallons per flush replaced with a 1.6 or lower gallons per flush (for maximum of two (2) toilets per unit).



Background Discussion

January 23, 2007 - BOCC approved the Indoor Water Conservation Resolution R-07-31 implementing the Indoor Water Conservation Incentive, which includes $100 toilet rebate for each toilet with a 3.5 gallons per flush replaced with a 1.6 or lower gallons per flush (for maximum of two (2) toilets per unit).

September 20, 2013 - County Administrator approved submittal of Application for Cooperative funding to SWFWMD for Toilet Rebate Project, Phase 8.

July 2014 - SWFWMD approved funding for the Manatee County Toilet Rebate Project, Phase 8 (N623)

January 12, 2015 - Utilities Department staff submitted RLS to County Attorney's office for review of Cooperative Funding Agreement N623 between SWFWMD and Manatee County.

February 20, 2015 - County Attorney's office transmitted approved agreement to BOCC staff for signature
