Action Requested

Award IFB #14-3257CD: Fort Hamer Bridge Project with Road Improvements on Fort Hamer Road and Upper Manatee River Road  to the lowest, responsive, and responsible bidder, Johnson Bros. Corporation, a Southland Company, Lithia, FL, for a total of $32,690,155.48 with 630 calendar days for completion.

Authorize the County Administrator, or designee, to execute the Agreement and accept and date the Performance and Payment Bonds.

Adopt Budget Amendment Resolution B-15-041.

Background Discussion

This item is to award a contract to Johnson Brothers Corp. to construct a bridge over the Manatee River connecting Upper Manatee River Road to Fort Hamer Road. Also included are roadway functional improvements to both Upper Manatee River Road and Fort Hamer Road. 

The major components of the Work include:

  1. Fort Hamer Bridge: This Work consists of furnishing all labor, materials, equipment and incidentals required for the construction of a new roadway connecting the existing Upper Manatee River Road, south of the Manatee River, to the existing Fort Hamer Road, north of the Manatee River, via a new bridge spanning the river. The length of the roadway, including the bridge, is approximately 1.4 miles. The proposed bridge over the Manatee River will carry two lanes of traffic and will be comprised of 18 spans ranging in length from 100 feet to 144 feet resulting in a total bridge length of 2,318 feet.
  2. Upper Manatee River Road Functional Improvements: This Work consists of furnishing all labor, materials, equipment and incidentals required for the widening of existing shoulders, relocating existing roadside ditches, addition of sidewalks, addition of turn lanes at each intersection, and the construction of utility adjustments on the existing Upper Manatee River Road from the SR64 intersection south to the beginning of the new Fort Hamer Road Bridge described above.
  3. Fort Hamer Road Functional Improvements: This Work consists of furnishing all labor, materials, equipment and incidentals required for the widening of the existing road from 22 ft to 24 ft with 4 bike lanes and 4 ft shoulders, relocating existing roadside ditches, addition of sidewalks, and the construction of utility adjustments on the existing Fort Hamer Road from Britt Road south to the end of the new Fort Hamer Road Bridge described above.

Formal, competitive sealed bid procedures were followed resulting in a total of seven (7) bidders submitting a sealed bid for consideration.

On February 4, 2015, a memorandum was received from Public Works Department recommending award to Johnson Bros. Corporation, of Lithia, FL, for a total bid amount of $32,690,155.48 with a 630 calendar day completion time.

The construction of the Fort Hamer Bridge Project along with the Fort Hamer Road Functional Improvements Project and the Upper Manatee River Road Functional Improvements Project will begin in the first quarter of 2015.  These three (3) projects total approximately 6-miles of roadway construction, including 2,318-linear feet of mid-span bridge work, signalized intersection improvements, roadway lighting, and utility adjustments at a total construction cost of $32,690,155.48 for the three (3) projects.

Budget Amendment B-15-041 appropriates funds from Road Impact Fee Reserves and Utility System Reserves based on the construction costs to complete the three (3) road project components and associated utility improvements.
