Interlocal Agreement for Palmetto Ballfields

Section 163.01 Florida Statutes, Florida Interlocal Cooperation Act
During the BCC meeting on January 10, 2012, Mayor Shirley Groover Bryant, City of Palmetto, requested Manatee County take the lead in constructing three, regulation-size little league fields and a concession stand at Blackstone Park, with the City of Palmetto contributing $800,000 toward the costs as per their resolution adopting the same.
A motion was adopted unanimously by the BCC for Manatee County to take the lead on the project. A subsequent unanimous motion directed the Administrator to work with the City of Palmetto through the process and to partner with the City for funding opportunities, phasing, and all aspects of this project.
To that end the attached interlocal agreement regarding the Blackstone Park Ball Fields Project was developed between the City and the County detailing the rights and responsibilities of each party relating to the funding of the Project as well as the long-term maintenance.
The agreement anticipates the City transferring to the Clerk of the Circuit Court the amount of $800,000 to be held in escrow for the purpose of paying the costs of design, permitting and construction of the ballfields and associated infrastructure and amenities. It also anticipates that the county will design the project in accordance with the established practices and standards for ball field improvements to the County’s park system. The agreement also speaks to the County maintaining and operating the location in the same manner as they do similar county sites. This agreement provides for the City to use the site for up to six events per year at no charge to the City and makes it available to the School Board for up to two events per year. Signage at the site will reflect contributions by the City and School Board.
The project is currently at 60% design with 90% design expected by February 13th. County staff is working with the City staff to ensure a smooth process exists.
The project includes three lighted Little League baseball fields, field fencing, clay infields, dugouts, bleachers, shade structures, ADA accessible sidewalks, some of the walkways will be wider to accommodate ambulance and other emergency vehicle access, electrical system upgrades, including an FPL transformer upgrade, potable water lines, gravity and force main sewer lines, reclaimed water lines, a lift station, irrigation, storm water piping and a dry storm water retention system with under drains. A 150 space parking lot with security lighting, landscaping, batting cages, score boards, a Concession Building with a second floor scoring room (press box) and internal fire sprinklers. There will also be picnic tables, benches, trash cans, and recycling cans placed throughout the park.
The Palmetto City Commission approved the agreement at their meeting on February 4, 2013.
