Action Requested

RECOMMENDED MOTION:

Based upon the staff report, evidence presented, comments made at the Public Hearing, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and the Manatee County Land Development Code, as conditioned herein, I move to recommend ADOPTION of Manatee County Zoning Ordinance No. PDC-15-18(P); APPROVAL of the Preliminary Site Plan with Stipulations A.1–A.5, and B.1; GRANTING Special Approval for a project: 1) in the Entranceway and 2) exceeding a Floor Area Ratio (FAR) of 0.25 in the ROR FLUC; DENIAL of the Specific Approval Request for an alternative to Land Development Code Section 900.6.B.2 (elimination of an existing cross access in the Entranceway), as recommended by the staff.

Background Discussion

      • Ms. Marla Hough, agent for Excel Sarasota I, LLC, requests approval of a Preliminary Site Plan to construct a 110-room, 59,446 square foot, 4-story hotel adjacent to the University of South to the south. 
• The vacant 2.47± acre site is a division from a larger parcel consisting of 5.02± acres.  The site is in the Urban Infill Redevelopment Area and an Entranceway of the County (U.S. 41/Tamiami Trail & University Parkway).  Special Approval is required for a project in the Entranceway.
• On March 28, 2000, the Board of County Commissioners granted approval of a rezone and Preliminary Site Plan [PDC-99-15(Z)(P)] for a 115-room hotel (Hilton Garden Inn), 4,550 square foot restaurant, and a 6,000 square foot restaurant on two proposed out-parcels.  Only the Hilton Garden Inn was constructed on the westernmost part of the site prior to expiration of the approval.   
• On March 1, 2007, the Board of County Commissioners approved a Preliminary Site Plan [PDC-06-10(P)] for 11,995 square feet of restaurant, retail, or office uses in two buildings. The buildings were not constructed and that approval expired on 1/21/16.
• The site is in the R/O/R (Mixed Use) Future Land use Category (FLUC). Lodging places are listed in the Range of Potential Uses for consideration. 
• According to Policy 2.2.1.21.4 of the Manatee County Comprehensive Plan, developments within the R/O/R designation are not required to achieve compliance with commercial locational criteria.
• The site plan shows the proposed building with associated parking to the south, east and west. The applicant requests Specific Approval to eliminate an existing paved cross access along the southern boundary between the proposed site and the University of South Florida.  Staff recommends denial of the Specific Approval request based on the benefits of the existing paved cross access to USF in the Entranceway, consistency with the Land Development Code and prior site plan approvals, staff recommends the cross-access be retained as a stipulation of approval of the revised preliminary site plan.
• The proposed Floor Area Ratio .55 (for hotels) is below the FAR threshold (1.0) for the R/O/R FLUC.  Special Approval is required for a project exceeding a Floor Area Ratio of .25 in R/O/R FLUC.
• The proposed maximum height is 60 feet.
• There will be perimeter and interior landscaping around vehicle use areas, as well as landscaping in all perimeter and roadway buffers.
• Five-foot wide sidewalks are proposed to connect to existing sidewalks connecting U.S.41/Tamiami Trail.  There is an existing transit stop adjacent to the site along the U.S.41 frontage.  The applicant indicates that shuttle service to and from the hotel will be utilized.  
• The project is in the X Flood Zone Category.  There are no known wetlands within the boundary of this proposal. There are no known historic or archaeological resources on the site.
• Staff recommends approval with stipulations.
