Action Requested

Background Discussion

Manatee County maintains traffic signals on state roadways pursuant to a 2002 agreement with Florida Department of Transportation (FDOT).  Annually, FDOT provides updated reimbursement to offset the County's cost of maintenance.

In 2014, FDOT revised their statewide agreement to include some additional requirements of the maintaining agencies, such as minor maintenance services for traffic signal supports, temporary signal pole placement, and annual reporting.  In addition, the agreement included funding for maintenance of speed activated warning displays and emergency fire department warning beacons, which staff is currently maintaining.  Given these new requirements and new reimbursements, staff estimates the reimbursement will only cover 50% of the County's maintenance costs.

In January 2015, FDOT provided another revision,  a "Phase II" agreement, which further increases the requirements of the County.  The most significant item includes requiring maintenance of the traffic signal support structure.  Fortunately, the agreement also includes that FDOT will reimburse those costs.  In addition, FDOT proposes increasing the maintenance reimbursement because our traffic signals are connected to the Traffic Management Center.  Staff estimates that these reimbursements equate to approximately 80% of the County's maintenance costs.

Before bringing these Agreements to the Board for consideration, staff believes it is prudent to send the attached request to the FDOT District One Secretary.  The FDOT should increase funding to fully cover the costs incurred by the County for maintaining FDOT infrastructure.
