Emerson Point Management Plan

Acceptance of a recommendation to establish the Emerson Point Management Plan Advisory Committee and authorization for the Chairman to designate a member of the Board to serve on the committee.
Chapter 259.032, Florida Statutes
On October 25, 1991, Manatee County entered into a 50-year lease with the State of Florida, Division of State Lands, to manage Emerson Point. The amendment was subsequently amended and signed on June 10, 1999, to include the addition of 3 acres formerly owned by the HY Kom Corporation. Management responsibilities include preserving the native habitat, suppressing exotic plants, providing passive recreational opportunities, and protection of the historic and archaeological features with the area. The original Management Plan was submitted and approved by the State on August 23, 1993. On October 17, 2000, an updated management plan was approved by the State.
Chapter 259.032, Florida Statutes, requires that all Management Plans for areas greater than 160 acres be updated every ten years and part of the process is to appoint a Management Plan Advisory Committee that will accept public comment held during a public hearing. The members of this committee are prescribed by statute to include, but not limited to:
1. Representatives of the Lead Managing Agency (Manatee County- Charlie Hunsicker, Director Parks and Natural Resources, Ranger Jonathan Mathes, Manatee County Parks and Natural Resources)
2. Co-Managing entity: (FEDP - Manny Perez)
3. Local private property owner (Snead Island Homeowners Association delegate-John McDonald)
4. Soil and Water Conservation District (Jennifer Brunty, Chairman or designee)
5. A local Conservation Organization (Myakka Conservancy-Renee Strickland)
6. A local elected Official (Member Manatee County BOCC)
7. Due to the historical significance of this area, staff wishes to include an archaeologist on the committee. (William Burger)
This committee will have the general responsibilities to review the management plan and updates prepared by the Parks and Natural Resources Department. The Committee should formally meet one time to take public comment and transmit the plan to the State for review and approval A second meeting may be needed if the State requires any major changes to the plan. Members may be consulted on an ad hoc basis to review changes on the plan over time. The County Environmental Lands Management and Acquisition Advisory Committee does not meet the prescribed membership required by the State, however they do provide a continuing review process.
Members from non-county government agencies will be solicited by letter to the agency. Members of the non government agencies will be solicited by letter invitation. The two members of the committee representing Manatee County government will be appointed by the County Administrator.
Staff recommends that the Board of County Commissioners approve the formation of a special Emerson Point Management Plan Advisory Committee and authorize the Chairman to designate a member of the BOCC to serve as the local elected official representative.
