Action Requested

Authorize the County Administrator or his designee to execute Agreement 14-2887FL, Water Tank (Elevated and Concrete Ground) Maintenance and Inspection Services for the Utilities Department with Utility Services Company, Inc., Perry, GA for an annual amount of $374,839.60 and a total not to exceed $5,622,594.00 (fifteen year maintenance and renovation program for thirteen elevated (steel) and ground (concrete) water tanks.

Background Discussion

The Utilities Department has a need for Water Tank (Elevated / Concrete Ground) Maintenance & Inspection Services which requires a qualified, experienced contractor with demonstrated expertise and success in providing engineering and inspection services.  There are currently six (6) elevated storage water tanks and seven (7) concrete ground storage water tanks in various locations throughout the County. 

The services include furnishing the required labor, supervision, transportation, tools, equipment, materials, and supplies necessary for accomplishment of inspection and specialized services.

A Request For Proposal (RFP) was advertised on the Manatee County website, DemandStar, and was also provided to the Manatee County Chamber of Commerce for release to its members.  There were no Manatee County firms that were directly solicited and none submitted a proposal.  As a result of the formal competitive RFP, two (2) proposals were received.  The submitting firms include:

Razorback, LLC, Tarpon Springs, FL ($9,987,823)
Utility Service Company, Inc., Perry, GA ($6,512,077)

In accordance with the RFP process, an evaluation committee was established to consider the proposals.  The Committee was established as follows:

Brian Bates, Project Engineer, Public Work Department
Kirk Cameron, Utilities Water Maintenance Superintendent, Utilities Department
Frank Lambertson, Contracts Negotiator, Financial Management Department (chairperson)

The Evaluation Committee recommended negotiations commence with Utility Services Company, Inc.  The County Administrator approved the recommendations allowing negotiations to commence. 

Utility Service Company, Inc., Perry, GA - Utility Service Company presented its professional capabilities in a clear and concise manner via their proposal.  Of particular importance was the firm's experience with both elevated and ground water tanks maintenance and inspection programs.  Additionally, Utility Services Company was recognized for its successful performance in Manatee County over the last fifteen (15) years continually meeting the County's requirements.  The Committee's recommendation considered this experience, coupled with other successful project references and a cost savings of at least 3.5 million dollars over the contracted fifteen year performance period.

Razorback, LLC, Tarpon Springs, FL - The firm submitted a satisfactory proposal detailing their qualification in an adequate manner.  However, when compared to the higher ranked firm, there were several shortcomings.  For example, the references provided by Razorback, LLC, were not suitable, the overall costs proposed were considered excessive, the firm's primary experience is in major bridge restoration, then water tank maintenance and inspection experience.  In addition, the firm failed to fully address all aspects of the RFP.

Negotiations and changes to the maintenance schedule with Utility Service Company led to additional cost savings of $889,483.

The agreement will be managed by Kirk Cameron, Utilities Water Maintenance Superintendent, Utilities Department.
