Action Requested
Adoption of Resolution R-12-120 for the conveyance of County-owned property to a non-profit community purpose facility located at 501 17th Street West, Palmetto, known as the Palmetto Youth Center.
Authorization for Chairman to execute Deed to the Palmetto Youth Center, a Florida non-profit corporation.

Background Discussion

The Palmetto Youth Center (Center) was established in 1957 by a group of community leaders and is situated on approximately 10 acres of County-owned property located at 501 17th Street West in Palmetto.

The Center offers constructive, supervised programs during out of school time which includes academic assistance, a number of life skills training, and athletic programs to its youths.

The children are enrolled into Foundations for Execellence as Tiny Tots, and receive education and reinforcement skills that are necessary for successful life-long academic and social success. Foundations for Excellence also provides before and after school care, as well as a summer program.

Positive Futures is a program designed to reduce risk factors and enhance protective factors related to alcohol, tobacco and other drug use.

Other programs offered by the Center are the Bridge program which creates a language bridge between English and Spanish speaking participants. The Next Step program focuses on Career Exploration and College/Employment Readiness, Leadership Development, Computer Skills, etc.

Also, the Center has more than 400 youths participating in organized atheletic programs, such as, Little League football, basketball, cheerleading, tennis, golf, track, and baseball and is constantly exploring other athletic opportunities.

The Palmetto Youth Center currently has an operating budget of approximately $500,000, less than half of that budget is funded by Manatee County.

Per the County Attorney's office the conveyance deed is pursuant to Manatee County Code of Ordinances, Section 1-1-48 - Terms and Conditions of Conveyances.

The City of Palmetto is requesting an approximate .75 acre parcel, east of the railroad tracks be conveyed to them for a future passive CRA park project which will be present to the BCC under a separate Agenda item.

The remaining 8.51 acre parcel is requested to be conveyed to the Center reserving unto itself an area of .93 acres for the maintenance of Carr Drain located along its western boundary.
