Background Discussion

On June 21, 2016, the Board of County Commissioners adopted R-16-35 which authorized placing a referendum question to levy a half cent local option infrastructure sales tax on the November 2016 ballot.

Section 7 of that resolution provided that the County would establish a Citizen Oversight Committee to provide for citizen review of expenditures of infrastructure sales tax proceeds.

This resolution (R-16-128) addresses the following:

  • Creates a five member Citizens Oversight Committee to be appointed by the Board of County Commissioners
  • Established the following guidelines for the expenditure of sales tax proceeds:
    • Creates an "Infrastructure Sales Tax Funding Categories List" establishing subcategories and percentages for expenditure of sales tax proceeds.
    • Future changes to the categories or percentages requires an amendment to the resolution to be adopted at a Public Hearing.
    • Creates an "Infrastructure Sales Tax Project and Equipment List" for projects and equipment to be funded by the sales tax proceeds.
    • Future changes of projects and equipment on the list must be made through the County's Five Year Capital Improvement Plan or by amendment to the resolution at a Public Hearing.
  • Provides that the Citizens Oversight Committee shall prepare an annual report to address the following:
    • Whether actual or planned expenditures are consistent with the Infrastructure Sales Tax Funding Categories List
    • Whether any changes to the Infrastructure Sales Tax Funding List were made in accordance with this resolution
    • Whether project and expenditures utilizing infrastructure sales tax revenues were identified on the Infrastructure  Sales Tax Project and Equipment List
    • Whether any changes to the Infrastructure Sales Tax Project and Equipment List were made in accordance with this resolution.
  • The Infrastructure Sales Tax Citizens Oversight Committee will sunset on December 31, 2032.
