Based upon the staff report, evidence presented, comments made at the Public Hearing, the action of the Planning Commission, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and the Manatee County Land Development Code, as conditioned herein, I move to ADOPT Manatee County Zoning Ordinance No. PDPI-15-07(Z)(G); APPROVE the General Development Plan with Stipulations A.1, B.1, C.1 – C.2, and D.1 – D.4; ADOPT the Findings for Specific Approval of Alternatives to Land Development Code Sections 1005.4.A (Reduction in Number of Required Parking Spaces), 700.3.I.2 (Tree Replacement Alternatives), and 701 (Landscape and Screening Standards); as recommended by the Planning Commission.

• Kennard Proctor, Florida Power & Light Company, agent for the owner, is requesting approval of a rezoning of 494.5 acres from A (General Agriculture – 1 dwelling unit per 5 acres) to PDPI (Planned Development Public Interest) and approval of a General Development Plan for the 762 acre FPL Manatee Solar Energy Center.
• There are no specific standards in the PDPI district for structure setback, height, and/or open space. Therefore, the General Development Plan establishes minimum structure setbacks of 50-feet, maximum structure height of 35-feet, and minimum open space of 25%. The General Development Plan for the FPL Manatee Solar Energy Center includes the following improvements:
• The proposed improvements will position the site to be considered for FPL’s next solar energy facility. The proposed improvements are proposed to generate up to 74.5 megawatts (MW) of solar power. The project, however, will not increase staffing requirements.
