Action Requested

Award IFB16-1455OV, Replacement of Two (2) Motor Control Centers at Lake Manatee Water Treatment Plant, to the responsive, responsible bidder B. L. Smith Electric, Inc., Dundee, FL, for a total of $1,339,195.00 with a 270 calendar day completion.

Authorize the County Administrator, or his designee, to execute the Agreement and accept and date the Performance and Payment Bonds.

Background Discussion

Manatee County provides the highest quality drinking water to the residents of Manatee.  In order to continue providing  quality service to the citizens of Manatee County, replacement of the Motor Control Centers at the Water Treatment Plant located at 17915 Waterline Service Road in Bradenton is critical.

The current Motor Control Center (MCC) was installed with the original plant in 1965.  A new section of the Motor Control Center (MCC-A) was added in 1974 with the expansion of the Water Treatment Plant.  The purpose of the MCC is to distribute power to mixers, chemical feed pumps, sludge pumps, surface and back wash pumps, transfer pumps, and control systems.

The electrical contactors currently in use in the MCC are obsolete and repair/replacement equipment is not available.  A failure of these units would result in the need for expensive emergency back-up operations in order to continue to treat surface water.

The scope of work for this project consists of the removal and replacement of the existing Motor Control Center (s) (MCC-A) and Raw Water #2 Pumping Station (MCC) and is inclusive of all equipment, materials, and work required for a complete, tested, and fully operational system.  Both Motor Control Centers will be replaced with new main and feeder breakers, new solid state motor starters, replacement of all cable runs between switchgear and motors, and new portable generator connections. The Raw Water #2 Pumping Station will include the installation of  a pre-fabricated electrical building, hurricane rated, with all required equipment as listed above.

Formal, competitive sealed bid procedures were followed with  twelve (12) potential bidders directly solicited and fifteen (15) potential bidders downloading the project from www.demandstar.com.  Due to the nature of the work, bidders were invited to an information conference followed by a mandatory guided tour of the Water Treatment Plant to ensure full understanding of the work.  Three (3) potential bidders attended the mandatory onsite visit. 

One (1) sealed bid was received.  Engineered Electric Services (EES, LLC)  elected to No Bid the project as their schedule would not permit them to perform the work.

McKim & Creed, the design engineer, in their recommendation to award  the project to B.L. Smith, Inc., states the work associated with the project is specialized in nature and can be performed only by firms qualified in plant work with extensive experience. 

After review, Project Management recommended award to the responsive, responsible bidder, B.L. Smith, Inc., Dundee, FL, in the amount of $1,339,195.00.

The bid submitted is approximately .05% higher than the engineer's estimated construction cost of $1,279,300.00.  Please refer to the attached bid tabulation for the breakdown of the bid received.
