Action Requested
Appoint individuals to serve on the Children's Services Advisory Board (CSAB) for 3-year terms effective October 1, 2017, through September 30, 2020, and to fill current vacancies for seats with unexpired terms ending September 30, 2017 and 2018.

Background Discussion
The Children's Services Advisory Board is comprised of 13 members. Terms of appointed members are for a period of three (3) years.  

Term expirations are staggered and currently remain in force for the following positions:  a Department of Children and Families representative; a United Way of Manatee representative; a licensed mental health professional; a physician; a criminal justice representative; and one child advocate.

The terms for four seats expire effective 09/30/17.  One of these four includes the School Board representative seat, which is vacant due to the retirement of Karen Carpenter. In addition, there are two vacant child advocate seats, due to the resignations of Cornelle Maxfield and Sheryl Schrepf, with terms that expire effective 09/30/18.  Appointees are needed at this time to fulfill the balance of the unexpired terms for the School Board representative and two child advocate seats.

Openings for the following positions were publicly advertised:
  • one member of the NAACP (3-year-term);
  • one School Board member (3-year-term); and
  • four (4) child advocates, not affiliated with any agency receiving county funds.  Employees, owners, or voting board members of agency that receive funding from Manatee County, or individuals that contract with agencies that received County funding, are not eligible to serve as child advocates on this advisory board (two 3-year term seats; two 1-year term seats).
Every member of the Advisory Board shall be required to disclose any employment with or position as an officer or director of any entity applying for or receiving funds from the millage dedicated to children's services.  Members will disclose, in the manner provided by Section 112.3143, Florida Statutes, the affiliation of the member or member's spouse with any organization applying through the Advisory Board for funding, which shall be limited to any membership or affiliation within the last calendar year.


There is one applicant for the NAACP representative seat. The former representative, Ms. Lynette Edwards, is retiring from service effective September 30, 2017.  A letter of recommendation for the applicant from Rodney Jones, President of the Manatee County Branch of the NAACP is attached.

NAACP Representative Applicant:  
Select one (1) appointee to serve a full 3-year term effective 10/1/17 through 9/30/20.

There is one applicant for the School Board representative seat. The former representative, Ms. Karen Carpenter, retired effective May 30, 2017.  On June 13, 2017, the School Board elected Mrs. Gina Messenger to be appointed as the representative for this seat. A letter from Charlie Kennedy, School Board Chair, is attached.

School Board Applicant:  
Select one (1) appointee to serve:
  • a partial term effective 8/22/17 through 9/30/17 (remaining balance of unexpired term due to vacancy); and
  • a full 3-year term effective 10/1/17 through 9/30/20

There are five applicants for Child Advocate seats.  A total of four appointees are needed: two appointees for full 3-year terms; and two appointees to fill vacancies of partial terms vacated by Cornelle Maxfield and Sheryl Schrepf.  

*Ordinance 91-42 restricts appointees for Child Advocate seats to those who are not affiliated with any agency receiving County funds through the Children's Millage.  Information regarding applicants' affiliations with funded agencies was included as part of the application.  According to the information submitted, the 5 applicants have no known affiliations that would disqualify them for the open seats.
