Background Discussion

Manatee County 911 Computer Premise Equipment (CPE) known as the VESTA system was reaching the end of its life-cycle. 9-1-1 stakeholders, including Manatee County’s Public Safety Department, Information Technology Services Department, Manatee Sheriff’s Office (MSO), City of Palmetto (COP), City of Holmes Beach (COHB), and the City of Bradenton (COB), took this as an opportunity to enhance capabilities and responsiveness.

Manatee County funded the initial investment for the startup cost of the new CPE. The COB, COP, and COHB shall pay the recurring costs. These recurring costs are for equipment, network, licenses, and 100% of the maintenance and support of their equipment. Payments shall be made to the County by a request from Manatee County which contains support documentation sufficient to verify the cost of reimbursement.

Because of MSO’s contribution to Core Equipment, the County agrees to pay for recurring costs associated with the equipment, network, and licenses installed in the initial startup and 100% for maintenance and support for MSO as defined within this Interlocal Agreement. Manatee County also agrees to pay for the technology refresh for the equipment, network, and licenses installed in the initial startup for MSO.

The County Computer Aided Dispatch (CAD) system, Intergraph, is the common dispatch system for all agencies with the exception of the City of Bradenton. The City of Bradenton opted to remain on a different CAD system known as Sun Guard. The City of Bradenton is solely responsible for the procurement, maintenance, support, refresh, and any other cost associated with the Sun Guard CAD.

The Service Level Agreement (SLA) attached is for information only. It outlines and defines the responsibility for the operations, maintenance, support, upgrades, and services specifically to, but not inclusive of CAD, Vesta, and Exacom systems. This document augments the Interlocal agreement signed by all involved parties.

The Interlocal agreement allows for changes to the SLA, provided all primary stakeholders are in agreement with the changes. If parties are not in agreement and elect to terminate the agreement, the terminating party is required to give a 180 day written notice to the agency head of the other Parties.
