Action Requested

Authorization for the County Administrator or his designee to execute Agreement 17-0885MS Architectural/Engineering (A/E) Consulting Services with the following eight (8) firms:

  4. Ugarte & Associates
  5. Fawley Bryant Architects
  6. Sweet Sparkman
  7. Hall Architects

Background Discussion

The purpose of this Request (RFP) was to solicit proposals from qualified individuals, corporations, partnerships and other legal entities to provide Manatee County architectural/engineering services for various projects as required by Manatee County.  The term of the Contract(s) will be for a period of one (1) year from the effective date of the Contract(s), with the possibility of extensions of four (4) one year periods up to an aggregate total of five (5) years at the sole discretion of the County.  The firms will be responsible for the design, administrative management, and close out of their assigned projects. The intent of the solicitation is to select one or more firms to provide professional services, on an as needed basis, as part of the team that includes County representative(s). 

The RFP was advertised on the Manatee County website, DemandStar, and was also provided to the Manatee County Chamber of Commerce for release to its members.   A total of seventeen (17) proposals were received which included:

An Evaluation Committee was formed to review the proposals.  The Evaluation committee was comprised of the following members:

  • Thomas Yarger, Construction Services, Property Management Department
  • Charlie Hunsicker, Director, Parks & Natural Resources Department
  • Monica Sell, Contract Negotiator, Financial Management Department (Chair)

The Evaluation Committee convened on June 19, 2017, to review evaluation committee responsibilities, discuss member’s availability for future meetings, and discuss the Florida Sunshine Law as applicable to public meetings.  The Evaluation Committee then proceeded to review the total of seventeen (17) proposals and after deliberations decided on multiple awards to a total of eight (8) firms.

CPH, Inc. ¦ Sarasota, Florida
CPH, Inc. is a large local firm out of Sarasota.  They were established in 1981 and have over 200 employees and a breadth of project experience. They have a large variety of disciplines at their firm and they have a clear and detailed project approach.  They provided several reference letters of projects with a variety of contract values.  These characteristics led the Evaluation Committee to determine that CPH, Inc. be recommended for the Intent to Negotiate award.

Fleishman Garcia ¦ Tampa, Florida
Fleishman Garcia is a small firm with 26 employees that was established in 1972.  They have experience with large dollar value projects, and the principals and other staff have many years’ experience with some of their staff ranging from 18 to 29 years.  These characteristics led the Evaluation Committee to determine that Fleishman Garcia be recommended for the Intent to Negotiate award.

Stantec Consulting ¦ Sarasota, Florida
Stantec Consulting serves multiple locations and has over 400 offices with a local office in Sarasota County.  They have expertise in large outdoor parks, aquatics, and recreational areas.  They have local sub consultants listed within their proposal and have experience working with previous municipalities.  These characteristics led the Evaluation Committee to determine that Stantec Consulting be recommended for the Intent to Negotiate award.

GLE Associates ¦ Tampa, Florida
GLE is a firm with over 80 employees out of Tampa, Florida.  They have over 44 years experience and 85% of their projects are municipalities and government entities.  They have a quite a few specialty professionals that include a forensic architect in addition to their experienced on-staff architects and engineers. Their proposal was very clear and easy to follow especially on project approach and quality assurance. These characteristics led the Evaluation Committee to determine that GLE Associates be recommended for the Intent to Negotiate award.

Ugarte & Associates ¦ Palmetto, Florida
Ugarte is a small firm with only six (6) staff but a strong history of projects.  Their designs and project approach was very artistically creative and speaks to a true architect design. They are a local firm that makes project management seamless.  The firm has a litany of experience with a variety of municipalities.  These characteristics led the Evaluation Committee to determine that Ugarte & Associates be recommended for the Intent to Negotiate award.

Hall Architects ¦ Sarasota, Florida
Hall Architects is a small local firm with 8 full time employees but over 30 years experience on projects.  They have experience with local government contracts, and a lengthy list of awards and distinguishing marks in the architectural /design field.  They are knowledgeable and proficient in the different design programs such as: AutoCad, REVIT, and BIM.  These characteristics led the Evaluation Committee to determine that Hall Architects be recommended for the Intent to Negotiate award.

Fawley Bryant ¦ Bradenton, Florida
Fawley Bryant is a firm with 20 full-time staff in Bradenton that has over 20 years’ experience.  They are proficient in all types of architect software and also interior design staff if needed.  They are experts in planning services and their designs always consider sustainability in design and materials. These characteristics led the Evaluation Committee to determine that Fawley Bryant be recommended for the Intent to Negotiate award.

Sweet Sparkman Architects ¦ Sarasota, Florida
Sweet Sparkman Architects was established in 2002 in Sarasota.  They have lengthy experience in an active construction setting where people are working while construction takes place.  They are an award winning firm with a variety of projects. These characteristics led the Evaluation Committee to determine that Sweet Sparkman Architects be recommended for the Intent to Negotiate award.

Upon completion of the Evaluation Committee meeting on June 19, 2017, the Committee decided to recommend the County Administrator authorize negotiations with the following:
