Background Discussion

The Board held a workshop on August 1, 2013, to review fourteen flagged items from the Budget Workshops on the FY14/15 Budget.  At the workshop, the Board resolved action for the first five flagged items which involved four items directly related to potential millage increases.  The remaining nine items include six items which are recommended for reports or workshops in order to facilitate further discussion, two items which were flagged pending funding resolve with outside entities, and one item recommended for discussion with an outside entity.

The pending items contingent on outside entities approval have been resolved.   The Phosphate Tax – Item # 13 (see page 22 of attachment) was a pending resolve by the Legislature as to availability of the tax for qualifying expenditures.  The issue has been resolved and the budget for Natural Resources can be increased to include their additional desired units to be supported by this tax.  Item # 14 – Convention and Visitor Bureau (page 24) desired decision units were pending based upon the Tourist Development Council approval of using the Tourist Development Tax to fund desired units.  The Tourist Development Council has approved the use of the tax and the budget can be increased to fund the specific desired units.

The item for further outside discussion is Item # 8 (page 14) which concerns the Rubonia Community Center.  Further discussions are recommended to take place with the School District for this issue.

The remaining six items have been recommended for workshops and/or written staff reports. These items include:

·        Intelligent Transportation System (ITS) (page 9)

·        Golf Cart Sidewalk Use Ordinance Management (page 12)

·        Longboat Key Trolley Revenue (page 16)

·        Green Bridge (page 18)

·        44th Avenue Project (page 19)

·        Sludge Dryer Analysis (page 20)
