No Parking Sign Request

The posting of "No Parking" signs on a Manatee County roadway requires the adoption of an ordinance by the Board of County Commissioners (BoCC).

To request No Parking on County maintained rights of way, a written request shall be sent to the Public Works Department (Department).

A letter to the Department shall document support for installation of No Parking signs from the owners of at least 67% of the properties located in the study area, to be determined by the Department. The letter shall specify the reason for the request and the specific locations where the No Parking signs are desired. Once a completed community support letter is received, the Department will conduct a field review of the area to determine if the installation of No Parking signs is warranted.

The review of No Parking sign installation on County rights-of-way will be based on Chapter 316 of the Florida Statutes, Section 2-22-22 of the Manatee County Code of Ordinances, Manatee County Public Works Standards and the Manual on Uniform Traffic Control Devices (MUTCD), as amended, and relevant traffic data (roadway type, speed, site conditions, etc.)

Any request for No Parking sign installations along State roads will be forwarded to the Florida Department of Transportation (FDOT).

If the Department determines that No Parking signs are not appropriate for the requested County right-of-way, staff will inform the local community in writing and no further action will be taken by the Department. If the Department determines that No Parking signs may be appropriate for the requested County right-of-way, the Department will inform the requestor(s) in writing and will provide a written report to the Board of County Commissioners (BoCC). The report will be scheduled for consideration by the BoCC at a public meeting.

The Department will work with the County Attorney’s Office to develop the required ordinance designating the area of County right-of way as No Parking. The ordinance will be scheduled for consideration by the Board at a public hearing and notice of the hearing will be provided in compliance with Florida Statutes. Following approval of the ordinance by the Board, the Department will post appropriate signs to designate the area of right-of way as No Parking.

Once the signs are installed the Department will notify the Sheriffs’ Office to begin enforcement of the new ordinance.

Request for removal or modification of any existing No Parking ordinance as documented in the Manatee County Code of Ordinances shall follow these same procedures. The Department may initiate these procedures to modify or rescind a No Parking ordinance should a Department review determine the ordinance is no longer appropriate. The Department will also conduct studies, produce reports and develop ordinances upon the direction of the County Commission or County Administrator.
