The Rubonia Neighborhood Action Plan!
Until the most recent US Census (2010), the Rubonia Neighborhood met the HUD definition for a low and moderate income area (given that is was within a Census Block Group that had a population that was 51% or more low and moderate income). Entitlement jurisdictions are allowed to expend CDBG funds in low and moderate income areas on “area benefit” projects such as sidewalks, road improvements, stormwater drainage projects, and other infrastructure improvements.
Given these recent changes, the County has prepared the Rubonia Neighborhood Action Plan to potentially designate the area eligible for CDBG funding based on slum/blight conditions and income levels within the neighborhood.
